I think that the most desirable way is that people in North Korea carry out the revolution, South Korea beats the present government by assisting the side of people, and people implement the unification election. Observing the situation without doing anything will not bring improvement. Unification by compromising with leaders of North Korea will not be the emancipation of North Korea in a true sense. Comment:

Economic assistance of developed countries.

It seems that thing like World Government is necessary. But I cannot judge whether it is best or not because further poverty may result depending on the content of government. More concrete idea of World Government and vision for the establishment of World Government are necessary.

D. All the people respect the basic human rights. Construct the social structure without racism, sexism, discrimination of handicapped persons, etc. At present, as a whole, I think that still there is a discrimination  against developing countries by advanced countries. This opinion poll was conducted by asking people on the street for cooperation. The people were all strangers. The methods such as visiting home or making a phone call were not adopted in order to get the true opinion. The questionnaire was handed to answerers and the answerers wrote the answers as they like. Period was February - March 2000 and places were Ueno Park, Sumida Park, Yoyogi Park, Shinjuku Park, Ikebukuro, Sumida River, Shinagawa, Tama River, Omotesando, Hibiya Park, Suidobashi, etc. which are all in Tokyo. I asked about 800 people and got cooperation from 42 people. The number 42 cannot be said plenty. But it seemed that the result would not change largely even if the number of samples were increased. So the poll was finished. Incidentally, some answerers chose more than one answer for one question.

Comment:

I selected "C" because I hope that the will of people is reflected. And the establishment of two major party system is desirable.

For a long time until now, Japan has been maintaining the dual power structure based on the Emperor family and Shogun family (In Muromachi period and Edo period, Emperor system was just a name). Personally I think the system should be, according to Japanese spirit of harmony, one which is close to the Swiss parliamentary system without the head of state. But I think the President system should be introduced as shock therapy in order to improve the lack of leadership of Prime Minister which is caused by the dual power structure. I think, if the Emperor system is abolished and the President is placed in the position of the head of state, anyone who is sworn in as President will have to realize the responsibility of leader and it is impossible to make Japanese leaders realize their responsibility without driving them to that extent. At present, we cannot expect strong leadership of Prime Minister from superficial reform such as establishment of two-party system based on the introduction of small electoral district and converting the election of party president into the virtual introduction of publicly elected Prime Minister system.

I support the current system with one exception: the Prime Minister should be elected by popular vote. At this time, the PM is responsible only to his party and not to the will of the people.

Comment:

The communism is ideal if it is possible. But it is no more than an ideal at present situation.

I selected "A," but social democracy which implement hospitable social security is ideal. Revisionist capitalism is preferable.

I don't think the Japanese and American systems are very similar. In Japan, the government "suggest" (via the Ministry of International Trade and Industry) in which way businesses should operate. In the US, businesses respond to customer demand, therefore letting the market dictate products and services.


3. What is the most serious problem in Japan for you ?

Answer:

Corrupted political structure and its way of thought. Security problem.

Just political reform. Political reform is possible only in a period like now in which eyes of nation gather to one mind due to the serious recession. It is the time to have a highly hot argument about new national system for coming 100 years.

The presence of US military personnel in Okinawa.

4. What policy in Japan do you expect most urgently?

Answer:

Present problem should be solved before the discussion on the policy. What should be done is recognized but the political structure is a bottleneck to prevent it. Establishment of security system.

Introduction of president system and abolition of Emperor system

US forces must be pulled out of Japan altogether and the US-Japan Security Treaty should be abolished. The Emperor should make a formal apology and Japan should set out to forge a mutual defense treaty with S. Korea.

Answer:

There are lots. First of all, The appearance of a leader of practical type who does not mince his words, and to make a structure which can elect the leader without any relation to the faction or to the common sense in Nagata Town.

With regard to the publicly elected prime minister system, argument assuming the existence of Emperor system is not acceptable. It should be argued without assuming the Emperor system.

How about putting A close to C gradually? It is desirable to shift From A to C slowly.

I would support a more powerful United Nations that would have the courage to stand up to the US. It is also important for the United Nations to establish "branch offices" in different regions. For example, a UN office in Europe, one South America, the Middle East, Africa, and Asia. I am currently part of an organization trying to bring the East Asian branch of the UN to Okinawa.

As a matter of course, war, conflict, and trouble. Local dispute.

Answer:

The reason why the function of United Nations does not work well seems to be that United Nations does not have a sanction power. It seems that the key to settle the local dispute in Middle East lies in this point.

How about stopping believing blindly the world justice based on the initiative by USA? We, Japanese, should listen to the voice of Islamic and African countries.
