Preamble

 

       We are World Citizen. We the people heartily hope world peace and human happiness. We believe that our duty is to establish the world democracy. Our basic policy is to establish World Federation and World Government. Here, the World Federation is a worldwide federation of independent countries and the World Government is the central government of federation.

       World Government, which we aim to establish, is concerned with only the limited aspects of society. Namely, in principle, it is concerned with only the administration of military force, the issuance of currency, and other political and economic problems that individual country cannot solve for itself. Other aspects of society, such as religion, political and economic system like liberalism or communism, industry, agriculture, commerce, science, arts, sports, tradition, and so on are left free to each country. Politics and religion are divided in the World Party Japan. Religion is recognized as a private matter and so any religion is allowed in the World Party Japan.

       There is a political party which is called World Party. World Party and World Party Japan are legally different organizations. World Party and World Party Japan concludes customary agreement that World Party Japan carries on its missions as a branch of World Party. Other branches in other countries also conclude same agreement with World Party. So, World Party is considered as the International Secretariat of branches of World Party. But World Party and branch in each country are legally different organizations. This was stipulated to avoid the legal problem which may occur at the time of registration of each branch to the government office of each country.

       Basic policy of World Party Japan is same as that of World Party. Namely, basic policy is to establish World Federation and World Government. But, as stipulated in the World Party Statute, each branch can have its own policy. So each branch can declare either the liberalism or communism. So, as written below. World Party Japan has its own policies.

 

       Article 1 - Name of Organization

 

       The name of this party is "World Party Japan."

 

       Article 2 – Office

 

       Office is located at c/o Mr. Toshio Suzuki, 1-158 Nakakanasugi, Matsudo City, Chiba Prefecture, 270-0007, Japan

 

       Article 3 - Policy

 

       Basic policy of World Party Japan is same as that of World Party.

 

       1. Basic policy is to establish the world democracy. To be concrete, basic policy is to establish and maintain World Federation and World Government.

       2. Basically, World Party Japan supports the liberalism. But, if communist policy is necessary, World Party Japan does not deny it. For example, World Party Japan does not deny the inheritance tax and property tax which can decrease the inequality among people.

       3. Details of other policies are written in the platform and other documents of party.

 

       Article 4 - Supreme Body

 

      The supreme body of World Party Japan is the World Party Japan Convention. The Convention is held every year. The World Party Japan Convention is recognized regardless of the number of attending delegates as far as following conditions are fulfilled.

       1. The notice of World Party Japan Convention had been issued at least 6 months before the date of opening.

       2. The venue is not difficult to access as compared with other venues.

       Resolution of the World Party Japan Convention becomes effective when more than half of attending delegates voted for it. The Convention elects and impeaches the President of party, adopts resolutions, amends the party statute, dismisses the existing branch and authorizes the new branch, and resolves other issues appropriate for the Convention.

 

       Article 5 - International Secretariat

 

       World Party and World Party Japan are legally different organizations. World Party Japan concludes a customary agreement with World Party. The agreement is concluded as a custom of party and any official document is not exchanged. The agreement is that World Party Japan regards the World Party as the International Secretariat namely the World Party Japan is a branch of World Party. This is the stipulation to avoid the legal problem which may emerge at the time of registration of World Party Japan to government office of Japan.

       World Party Japan pays 5% of its revenue to World Party. But this proportion can be reduced according to the increase in the revenue of World Party.

 

       Article 6 - President and Other Directors

 

       President of party is elected at the World Party Japan Convention. The term of president is 4 years. The President can be elected more than two times. The President appoints other directors such as Vice President, secretary, spokesman, treasurer, etc. The maximum number of directors is 12. The kinds of directors are not exactly specified. President decides the number and kinds of directors.

 

       Article 7 - Branch and Member

 

       7-a

 

       Branch of World Party Japan can be founded in each prefecture. New branch is, as far as there is no particular objection, authorized without condition by the World Party Japan Convention. New branch is refused or existing branch is dismissed when the World Party Japan Convention resolved that the branch is inappropriate for the World Party Japan. Headquarters of World Party Japan has its personal members and branches also have their personal members. When there is no branch in a prefecture, the members of the prefecture are registered as members of headquarters.

       Condition of membership of headquarters is specified by this statute. Condition of membership of each branch is specified by the statute of each branch. New member of headquarters is, as far as there is no particular objection, authorized without condition by the World Party Japan Convention. An applicant for membership of party is refused or a current member is dismissed when the World Party Japan Convention resolved that she or he is inappropriate for the World Party Japan. Each branch can accept new member and dismiss inappropriate member following the statute of branch. But, World Party Japan Convention also can dismiss the member of each branch if the Convention resolved it.

       Members of headquarters pay member dues to headquarters and members of each branch pay member dues to branch. Each branch pays the dues to headquarters. The amount is 5% of revenue of branch. But this proportion can be reduced according to the increase in revenue of headquarters. The amount of dues which members of headquarters and branch pay is decided by the World Party Japan Convention.

 

       Article 8 - Vote of Member

 

       At the World Party Japan Convention, each member has 1 vote. Branch to which each member belongs has no relation to vote. This point is different from the system of World Party Convention. Namely, all the attending members can vote. As it were, it is the direct democracy. The vote cannot be entrusted to other member.

 

       Article 9 - Budget and Assets

 

       Sources of budget and assets are member dues and donation. Fiscal years is from 1st April to 31st March of next year. If a member quits the party, she or he loses the right for the assets.

 

       Article 10 - Board of Directors

 

       Board of Directors is composed of President, Vice President, secretary, spokesman, treasurer, etc. The Board is convened by the President. The Board decides matters such as date and venue of World Party Japan Convention and Extraordinary World Party Japan Convention, budget, etc. All the matters must be approved by the next World Party Japan Convention. If necessary, President can organize other boards or committees. The members are appointed by President. In this case also, all the matters must be approved by the next World Party Japan Convention.

 

       Article 11 - Extraordinary World Party Japan Convention

 

       Extraordinary World Party Japan Convention is convened when one of the the following conditions is fulfilled.

       1. When more than 30% of total votes of World Party Japan Convention required it. Here, the total votes is the number of all members.

       2. When more than 30% of branches required it.

       When, one of the above conditions is fulfilled, President must hold Extraordinary World Party Japan Convention as soon as possible. Rules for the extraordinary convention are same as those for World Party Japan Convention.
