A draft of new constitution of Japan has been written. This Constitution
has some unique features as shown below. This Constitution was written
on the basis of the thought of World Citizen. The first priority of World
Citizen is the benefits of world as a whole. If the world becomes better,
each country will become better. If each country becomes better, our life
will become better. This thought is reflected in the chapter II of Constitution
as shown below.

All
Japanese people shall understand that Japan is an independent country and, at the
same time, a member of international society. And also all Japanese people shall
understand and respect the justice, the happiness of people, the benefits and
the peace of world as a whole.
Basic
international policy of Japan shall be to establish and maintain the world
democracy. Government of Japan shall
make efforts to establish and maintain democratic international organizations which
include the World Parliament.

With regard to the political structure of society, three powers, legislation,
administration, and judiciary, are divided in this Constitution. At the
same time, politics and religion are divided. The most important feature
is that this Constitution supports the president system. At present Japan
is under the Emperor System. So the Emperor System is abolished and the
president system is introduced. This is stipulated in the article 56 of
the chapter V as shown below.

The
supreme authority of the administration shall be the President. The President shall be civilian. At the time of inauguration, the President
shall swear to people that she or he will follow the Constitution and will do
best in order to accomplish her or his mission.

Thus the President is recognized as the supreme authority of administration.
Thus this Constitution is based on the thought of World Citizen.
